Christian C. Decker


Christian Decker is the President and Founder of Planate Management Group (www.planate.net) with over 30 years of military and civilian installation management experience in uniform, as a senior government civilian and contractor. Since 2007, Mr. Decker has lead a worldwide team of technical experts who are experienced in working in some of the most complex and difficult environments on the globe providing planning, design, construction and professional services solutions for our clients. His experiences in the US Navy as a Civil Engineer Corps/SEABEEs in facilities management and acquisition culminated as the US Navy’s first Public Safety Director and principal resourcing sponsor for a $9 billion installation combating terrorism program following September 11, 2001. Mr. Decker has spent a considerable amount of time in Central Asia, North Africa, Southwest Asia and Eastern Europe working closely with leading businesses and institutions in engineering, construction, logistics, security, and related specialized services.

Mr. Decker is a graduate of the U.S. Naval Academy with a Bachelor of Science in Mechanical Engineering. He completed a Master of Science in Engineering Management at the University of Florida. He received his Command & Staff diploma from the Naval War College and completed all defense acquisition management coursework required for assignment as a Federal Level III Contracting Officer (unlimited warrant). He has numerous military unit and personal awards. He is a registered professional engineer in the State of Massachusetts with recent executive education at the Naval Business School in Monterrey California and Harvard Kennedy & Business Schools in Cambridge, Massachusetts. Mr. Decker is also the President and Founder of Worldwide B2B Services which provides individualized partnering and consultation services to other business in the federal space. He is the founder and current board member of the Navy Safe Harbor Foundation(www.safeharborfoundation.org) & Fashion For Fighters(www.fashionforfighters.org) which are 501(c)3 foundations which supports the recovery of seriously wounded, ill, and injured Sailors, Coast Guardsmen, and their families by assisting them with resources not currently provided by the government.

Jonathan B. Larson

Vice President, Business Operations

Jonathan Larson serves as the Vice President of Business Operations for Planate Management Group LLC and has extensive work experience throughout the private sector and the Department of Defense (DoD). Mr. Larson’s previous experience includes serving on the Office of the Secretary of Defense (OSD) Competitive Sourcing and Housing Privatization Office, working with the Army’s Chemical, Biological, and Radiological Defense (CBRD) program, the Navy’s Ashore and Afloat anti-terrorism programs, and most recently serving in various capacities in support of the Navy’s Commander, Navy Installations Command. Mr. Larson brings a variety of skill sets to our team including broad knowledge of the Planning, Programming, Budgeting, and Execution (PPBE) process, installation management, the Navy Enterprise effort, and best business practices.

Mr. Larson is a graduate of the University of Iowa with a Bachelors of Arts in Economics. He holds a Master of Business Administration from American University in Washington, D.C. He is an active member of numerous educational, service, and philanthropic boards throughout the United States.

Mark J. Moszak, AICP

Vice President, Director of Planning

Mark Moszak serves as Vice President and Director of Planning for Planate Management Group, LLC, managing a diverse portfolio of military planning services with an international team of senior military planners and subject matter experts that provide a full spectrum of facility planning services, including onsite and contract installation planning and asset management, shore facility planning, real property database updates, asset evaluations, facility requirements, DD1391 cost documents; and master planning, with installation development plans (IDPs), area development plans (ADPs), component plans, and unique installation planning studies.

He has served public sector and military clients for 30 years and has extensive experience managing multi-disciplinary programs and project teams in national and international settings for the Department of Defense, Army, Air Force, Navy, Marine Corps, and other federal agencies. Mr. Moszak has been a leading consultant, performing advanced professional planning work on a variety of master and comprehensive plan assignments and complex planning studies, and has supported several policy initiatives aimed at improving federal and military planning. Mark brings a problem-solvers mindset to team building and project development with a diverse background in regional, installation, site, facility, building, transportation, land use, environmental, and energy planning. Mr. Moszak is both a team leader and senior planner with extensive and practical knowledge of the Unified Facilities Criteria (UFC) and DoD Instruction system, providing evaluation and interpretation of service regulations, directives, and UFC criteria and guidance.

Mr. Moszak is a Certified Planner (#027518) and member in good standing with the American Institute of Certified Planners (AICP) and American Planning Association (APA), and is a graduate of the University at Buffalo, State University of New York with a Bachelor of Arts in Environmental Design from the School of Architecture and Planning. Mr. Moszak is also active with the APA, the Society of Military Engineers (SAME), and the Association of Defense Communities (ADC).

Gretchen Soule

Vice President, Program Construction Management

Gretchen Soule joined Planate in April 2016 to support the pursuit of program management and construction opportunities with US Agency for International Development (USAID), Department of State (DOS), and Department of Defense (DoD0. Currently, she is the acting Vice President for the Program and Construction Management Services division, responsible for growing Planate’s portfolio of construction management and facilities support programs worldwide. Ms. Soule provides oversight of our field teams, working to build client and partner relationships and to ensure successful delivery of our work.

Ms. Soule has more than two decades of experience in construction project management, working on projects across the globe. She previously served as Regional Director for an international Non-Governmental Organization (NGO), managing infrastructure development projects in developing countries and conflict zones. Ms. Soule spent more than two years in Afghanistan in support of a USAID-funded design-build project, which included supervising several subcontractors and field teams to complete detailed road designs and construction. Ms. Soule has developed and overseen QA/QC programs for international infrastructure programs, and performed field compliance visits to multiple remote and austere locations. She has also worked as a construction coordinator in the United States, and was integral to on-time network readiness of a large-scale telecom construction project on the east coast.

Ms. Soule has managed a variety of construction and capacity building programs in Ethiopia, Jordan, Pakistan and Afghanistan, and is well experienced in stakeholder management and the resolution of complex field issues. She maintains relationships with partners and clients and is well experienced in the development of international teaming arrangements and technical solutions. Ms. Soule has extensive experience in project controls, including progress analysis, construction scheduling, cost estimating and cost controls. She performed as the lead cost engineer for DTRA funded projects in Kazakhstan, Uzbekistan and Georgia also for the construction of a vaccine manufacturing facility in the United States. Early in her career, she completed assignments as lead project controls engineer for large-scale mining projects in Australia and Indonesia, working for two years in Australia on billion dollar mining and industrial processing projects in the South Pacific.

Ms. Soule earned her Bachelor of Science degree in Civil Engineering from the University of Colorado. She has completed Hostile Environment Awareness Training (HEAT), DoD SERE and ATF training, and serves as Secretary for the Society of Orphaned Armenian Relief (SOAR).

Hector Nazario

Vice President, Architecture, Engineering and Design

Hector Nazario serves as Vice President of the Architecture, Engineering and Design division for Planate Management Group, LLC, leading our global design team and directing A/E strategy functions. With over 34 years of experience working for the federal government as a Professional Engineer, his career has provided him with an extensive technical knowledge in the operation, design construction, and management of highly specialized facilities. Mr. Nazario’s career began as a Mechanical Engineer for the Naval Sea Systems Command (NAVSEA). Looking for a more challenging position, he then began working at Sun-Oil refinery in Puerto Rico providing design, construction, and installation services for refineries underwater outfall line extensions. Subsequently, he worked as a Facilities Engineer for the U.S. Naval Communications Station. Through NAVFAC, Mr. Nazario was then assigned to the Officer in Charge of Construction Mediterranean (OICC MED) serving the northern part of Italy, wherein he became the Construction Program Manager for the U.S. DOD and NATO forces. From there, Mr. Nazario became a Resident Engineer with the Resident Office in Charge of Construction (ROICC) in Puerto Rico and has completed the construction of a variety of military assets including: fuel pier facilities, Naval hospital renovations, air cargo terminal, enlisted housing, etc. After 15 years in the ROICC office, Mr. Nazario moved to Pennsylvania to work as Resident Engineer with the Construction Facilities Management Office at the Department of Veteran Affairs.

Mr. Nazario is a native of Puerto Rico and graduated from the University of Puerto Rico with a Bachelor of Science in Mechanical Engineering. He is a registered Professional Engineer in Puerto Rico, Florida, and Virginia.
