Christian C. Decker
President

Christian Decker is the President of Planate Management Group LLC with over 25 years of military and civilian installation management experience. As a retired Navy Civil Engineer Corps officer, he has worked around the world in installation/facility management, engineering, service contracting, medical support, acquisition management, and construction operations. He was the Navy's first Public Safety Director and was the principal resourcing analyst for $1.8 Billion in installation combating terrorism accounts following September 11, 2001. As Public Safety Director, he directed a program overseeing 14,000 base security, fire, safety, and emergency services personnel across the globe. Mr. Decker's final assignment with the Navy was as the Chief Integration Officer for the Commander Navy Installations Command (CNIC) responsible for handling external coordination of $8 Billion in products and services throughout the Navy Enterprise as well as all white space issues related to installation operations, community support, and facilities management. Since 2008, Mr. Decker has spent a considerable amount of time on Afghanistan installation management issues, often within that country, working closely with leading Afghan businesses and institutions in construction, logistics, security, and specialized services.

Mr. Decker is a graduate of the US Naval Academy with a Bachelors of Science in Mechanical Engineering. He completed a Master of Science in Engineering Management at the University of Florida. He received his Command & Staff Diploma from the Naval War College and completed all defense acquisition management course work required for assignment as a level three Contracting Officer (unlimited warrant). He has numerous military unit and personal awards. He is a registered professional engineer in the state of Massachusetts. He serves on the board of the Uzbekistan Chamber of Commerce. He is also the President of Navy Safe Harbor Foundation, a 501(c)3 foundation which supports the recovery of seriously wounded, ill, and injured Sailors, Coast Guardsmen, and their families by assisting them with resources not currently provided by government or community resources. Mr. Decker lives with his son in Annapolis, Maryland.


G. Tony Pregel
Vice President, Operations

Tony Pregel serves as the Vice President of Operations for Planate Management Group LLC with over 24 years of military experience in leading engineering organizations, programming and managing large projects, and in managing complex design/construction programs. As a retired US Navy Civil Engineer Corps Officer, he has traveled around the globe, working on US Navy and International Construction Programs and Projects in Europe, the Middle East, the Pacific, the Caribbean, and the United States. Mr. Pregel's final assignment with the Navy was as the Deputy Fleet Civil Engineer for US Fleet Forces responsible for coordination of all infrastructure matters between the Naval Facilities Engineering Command, Atlantic and the Navy Fleet Readiness Enterprise.

Mr. Pregel is a graduate of the US Naval Academy with a Bachelors of Science in Mechanical Engineering. He also holds a Master of Science in Engineering Management from the University of Florida and a Master of Arts in National Security and Strategic Studies from the US Naval War College. He is a registered professional Engineer in the state of Florida and is a member of the Society of American Military Engineers.


Jonathan B. Larson

Jonathan Larson serves as the Vice President of Business Operations for Planate Management Group LLC and has extensive work experience throughout the private sector and the Department of Defense (DoD). Mr. Larson’s previous experience includes serving on the Office of the Secretary of Defense (OSD) Competitive Sourcing and Housing Privatization Office, working with the Army’s Chemical, Biological, and Radiological Defense (CBRD) program, the Navy’s Ashore and Afloat antiterrorism programs, and most recently serving in various capacities in support of the Navy’s Commander, Navy Installations Command. Mr. Larson brings a variety of skill sets to our team including b road knowledge of the Planning, Programming, Budgeting, and Execution (PPBE) process, installation management, the Navy Enterprise effort, and best business practices.

Mr. Larson is a graduate of the University of Iowa with a Bachelors of Arts in Economics. He holds a Master of Business Administration from The American University in Washington, D.C. He is an active member of numerous educational, service, and philanthropic boards throughout the United States.


Darcy L. Hardy
Director of Human Resources

Darcy Hardy is the Director of Human Resources and head of the Staffing Division for Planate Management Group LLC and brings a wealth of management, leadership, and human resource experience to the team. While working with General Services Administration, Ms. Hardy facilitated communication between eight program offices, organized and executed a four-day New Associate programs, and coordinated the writing of the 2006 Strategic Assessment for a $8 billion program with over 6,000 employees. During the summer of 2006, while working with General Electric Commercial Finance in the Human Resources Leadership Program, she arranged and executed an Executive Leadership Forum, customized and edited a Growth Traits Guide for the company's leadership team, launched an Executive Mentor Program, and coordinated the three-day New Hire Orientations. Next, Ms. Hardy worked with Humana Inc. as a Compensation Consultant who provided expertise concerning compensation practices, role structure, and incentives to business leaders and associates.

Ms. Hardy received a Bachelors of Business Administration from James Madison University and a Masters of Business Administration (MBA) from The Darden Graduate School of Business Administration. Ms. Hardy's extensive executive experience and strategic vision provides excellent leadership in order to lead PMG's Human Resources Department, to include the company's Staffing Division. Ms. Hardy resides in Louisville, Kentucky with her loving husband and two dogs.
